Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the broken glass on the 5th floor with the same size, type, and tint.

• Remove the existing frame and glass.

• Carefully remove the drop ceiling and grid to access the window for repairs.

• Cover cubes to prevent dust/debris.

• Replace the grid and tile after project completion, ensuring no fingerprints or damage.

• Replace the frame and glass with identical characteristics to the original.

• Tint the glass to match the existing.

• Replace all seals.

• Use high-quality caulk and match color.

• Vacuum carpet and clean dust from all areas upon completion.

• Details of the current window and framing are provided at the end of the document.

• Meeting location and parking details are also provided at the end of the document.

• The contractor must demonstrate 5 years of experience in replacing commercial window glass.

• The proposal will be evaluated as technically acceptable or unacceptable.

• Technically acceptable proposals meet minimum requirements without deficiencies and demonstrate understanding of services.

• Technically unacceptable proposals do not meet minimum requirements or have deficiencies.

• Completion date is no later than 45 days after notice to proceed.

• Place of performance is Defense Supply Center Richmond (DSCR), Richmond, Virginia.

• Contractor must provide a project narrative, list of definable features of work, projected timeline, and previous relevant project experience (minimum 5 projects in the last 5 years).

• Administrative requirements include technical correspondence protocols, Quality Control System Manager onsite, invoice submission procedures, and record keeping.

• General construction requirements include adherence to the Buy American Act, removal of demolished materials, testing of all hardware and equipment, consideration of interferences, updating electrical panel schedules, and ensuring compatibility with existing infrastructure.

• Specific requirements include providing 14 calendar days advance notice for utility shutdowns, tagging new openings, using hydrants with approved backflow preventers, and using Best cores for door locks.

• Pre-construction deliverables include a Site-Specific Safety Plan, OSHA 300A Logs, Activity Hazard Analyses, and Quality Control Plan, due within 10 calendar days of award.

• Submittals include materials, equipment, and supplies for government review and approval.

• A Quality Control Plan must be submitted within 10 calendar days of contract award.

• The contractor must follow the U.S. Army Corps of Engineers three-phase inspection process.

• Daily reports detailing work accomplished, weather conditions, and safety topics are required.

• A construction schedule in Gantt chart format is required within two weeks of notice to proceed.

• An equipment data sheet must be completed after final acceptance.

• A one-year written warranty letter is required after final acceptance.

• Requests for utility marking must be submitted 14 calendar days in advance.

• Construction trailer sign requirements are applicable if a construction trailer is provided.

• The contractor must reference and follow applicable publications (UFC, IBC, NEC, NFPA, etc.).

• Closeout documents, including record drawings and as-built drawings, are required.

• Installation security requirements include obtaining a favorably adjudicated National Agency Check with Written Inquiries (NACI) or equivalent.

• Construction & Demolition Waste Management Diversion Form is provided in Attachment 8.
