Quick Summary
The Department of the Navy (NAVSEA HQ) is conducting market research through a Request for Information (RFI) to identify sources capable of transporting, dismantling, de-militarizing, and disposing of the defueled ex-Long Beach (CGN 9), including its reactor plants. All work must be performed within the United States. This RFI is for planning purposes only and is not a request for proposals. Responses are due by July 10, 2026.
Scope of Work
This RFI seeks information on the comprehensive process for the ex-Long Beach (CGN 9), specifically:
- Transportation: Must utilize dry methods (e.g., semi-submersible or deck barge) as wet towing is not feasible.
- Dismantling: Includes both the non-radiological sections and the defueled reactor plants.
- De-militarization: Compliance with the Defense Demilitarization Program (ITAR and EAR) is required.
- Disposal: Management and disposal of hazardous materials (PCBs, asbestos) and low-level radioactive waste (LLRW) from reactor plants, adhering to NRC regulations.
- Facility Requirements: Dismantlement must occur at a U.S.-based facility, with the contractor responsible for obtaining necessary permits.
- Security: Access to propulsion plant spaces and Unclassified Naval Nuclear Propulsion Information (U-NNPI) is restricted to U.S. citizens.
