Quick Summary
The Department of Transportation (DOT) / Maritime Administration (MARAD) is conducting a Sources Sought / Request for Information (RFI) for a New York licensed contractor to remove three underground storage tanks (USTs) at the United States Merchant Marine Academy (USMMA) in Kings Point, NY. This market research aims to identify qualified firms for the permanent removal of two 20,000-gallon and one 10,000-gallon No. 2 Fuel Oil USTs, including associated piping, wiring, and components. Responses are due by May 21, 2026, at 1:00 PM EST.
Purpose
This RFI seeks market research information to identify capable contractors for the removal of three steel USTs at the USMMA campus. The government is gathering information on industry capabilities, potential NAICS codes, and estimated project timelines to inform a future solicitation.
Scope of Work
The requirement involves the permanent removal from service and scrapping of three steel USTs (two 20,000-gallon and one 10,000-gallon) containing No. 2 Fuel Oil. The scope also includes sealing associated piping, removing all wiring and components related to tank operation and monitoring, and ensuring compliance with all Federal, New York State, Nassau County, and local laws and regulations. The work site is located on the southern side of Delano Hall and eastern side of O'Hara at USMMA, Kings Point, NY. As the property is part of a National Historic District, all work must meet or exceed the Secretary of the Interior's Standards for the Treatment of Historic Properties. The contractor will be responsible for all permits, fees, labor, materials, subcontractors, and disposal costs, including excavation, backfilling, soil testing, and site restoration.

Additionally, information on estimated project completion timeframes, contingency plans, descriptions of similar completed work within the last five years, and a rough cost estimate for the requirement (base and four one-year options) is requested. Comments on the draft Statement of Work are also encouraged.
