Evaluation

Award will be made to the responsible offeror whose offer is most advantageous to the Government, based on a best value trade-off. Evaluation factors, in relative order of importance, are:

  1. Price
  2. Technical Acceptability (meeting or exceeding salient characteristics/specifications)
  3. Schedule (ability to meet delivery/performance period and installation schedule)
  4. Warranty (conformance to requested warranty) Non-price factors combined are approximately equal to price. The Government may award based on initial quotes without discussions and may accept other than the lowest priced quotation if it represents the best value.

Additional Notes

This acquisition is brand-name restricted to Universal Switching Corporation equipment, as justified by proprietary rights and the incompatibility of other systems with the existing ground infrastructure, as detailed in the Justification and Approval (J&A). Amendment One added FAR 52.222-90, "Addressing DEI Discrimination by Federal Contractors." Offerors must complete and submit Attachment 2 - CLIN Pricing Schedule.
