Quick Summary
The Department of the Air Force, specifically Delta 8 10 SOPS, is conducting market research via a Sources Sought notice to identify potential vendors capable of supplying Universal Switching Corporation (USC) digital Matrix Switch parts and spare kit parts. This requirement is currently intended as a sole source procurement due to USC's proprietary rights as the Original Equipment Manufacturer. The purpose of this market research is to determine if other vendors can provide equipment with equal salient characteristics that can integrate with the existing system. Responses are due by April 6, 2026.
Scope of Work
Delta 8 10 SOPS requires the purchase of:
- Two (2) USC Matrix Switch S24530 BX-664-D1 units. These are 5RU rack mount programmable RS-232/530 systems for interconnecting digital DTE and DCE devices, routing 16 signals up to 20Mbps, with DB-25S I/O connectors, touchscreen control, and redundant power/CPU modules.
- One (1) SPK-S24530BFX-1 spares kit for model S24530FX, which includes a 3-channel interface module, switch-stage module, power supply module, Ethernet/Serial port remote control module, DB25 gender changers, a 10.1 inch touchscreen display, and a chassis fan. All items must be new; refurbished or used equipment will not be accepted. The equipment is for operations and maintenance of FLTSATCOM, UHF Follow-On, and MUOS satellite constellations at Point Mugu NAWC, CA.

Eligibility & Submission Requirements
This market research aims to identify vendors who can challenge the sole source restriction. Interested companies should reply with answers to the following questions:
- Can your company supply equipment capable of integrating with the existing Universal Switching Corporation hardware? If so, specify the brand and how it bypasses the sole source restriction, providing an equipment list if necessary.
- If the government solicits this requirement, would your company be interested and capable of supplying a quote?
- Is your company a small business? If yes, what type of small business? Provide your SAM.gov UEI.
