Statement of Work (SOW) / Performance Work Statement (PWS)

To feed and water wild horses and burros housed at the Delta Wild Horse & Burro (WHB) Facility in Delta, Utah, while they await adoption or sale.

• Daily feeding of animals, including weekdays, weekends, and holidays.

• Spreading hay across feed managers to ensure all animals receive adequate feed.

• Draining and cleaning automatic water troughs monthly.

• Cleaning feed mangers at least quarterly or as requested.

• Prompt notification to BLM representatives of any animals in distress (sickly, injured, foaling problems, deceased).

• Daily cleanup of broken bales and loose hay around stacks, alleyways, feed managers, and corrals.

• Availability to feed within one hour for unscheduled or emergency loads arriving for overnight stay.

• Providing a cell phone for communication with BLM as a personal safety item.

• Animals are to attain and/or maintain a "good fleshy condition" (defined as back level, ribs not visually distinguishable, withers rounded, and shoulders/neck blended smoothly into the body).

• The contract is for a base year plus four option years.

• The work is performed at the Delta WHB Facility in Delta, Utah.

• Duties are performed outdoors in various climatic conditions.

• Contractor must be experienced and skilled in working with livestock, particularly wild horses, and knowledgeable of their behavior for safety.

• Contractor personnel must be able to exert strenuous physical activity, including lifting bales of hay (100-130 lbs) and bags of pellets (50 lbs).

• Contractor must furnish personal protective equipment (gloves, hay chaps, etc.) and tools (hay hooks, pliers, wire/twine cutters).

• Contractor must dispose of wire/strings from hay bales in provided receptacles.

• Contractor and personnel must check with the COR before entering alleys or pens when horses are being moved.

• Contractor must operate equipment in a manner that does not bring discredit to BLM or the Contractor, with utmost caution for public safety.

• BLM will provide all hay and/or pellets.

• BLM will provide watering system parts (hoses, fittings, floats, etc.).

• BLM will provide equipment for feeding and watering (troughs, tractors, feed wagon, etc.).

• BLM will provide information on hay/feed amounts per pen and identify pens with animals.
