• Evaluation Factors: The award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The primary factor is "Lowest Price from a Responsible and Responsive Firm."

• Contractor Inquiries: Questions must be submitted via email to Crystal Keys no later than June 22, 2:00 PM Central Time.

• This requirement is set-aside 100% for Small Business.

• It is also set aside 100% for Indian Small Business Economic Enterprise (ISBEE) in accordance with DIAR 1452.280-1.

• Offerors must complete DIAR 1452.280-4 Indian Economic Enterprise Representation.

Statement of Work (SOW) / Performance Work Statement (PWS)

The BIA, Branch of Facility Management requires an ADA compliant handicap ramp designed and constructed at building 95 Administration, located at 57 Chatto Drive in Mescalero NM. The ramp is needed to accommodate people with disabilities to enter and exit the facility safely.

• The contractor must provide all personnel, labor, equipment, tools, materials, transportation, license/certifications, and supervision for the handicap ramp installation.

• Safely demo and remove the current concrete staircase structure and properly dispose of waste materials.

• Design and build an ADA compliant handicap ramp with handrails meeting OSHA and ADA standards.

• The new ramp structure must attach to the existing entry corridor of building 95 (east entrance).

• The ramp must be constructed of concrete with a slip-resistant walking surface and primed/painted handrails.

• Include a staircase with primed/painted handrails for optional access.

• Relocate the water shutoff valve from its current location to a location away from the new ramp structure.

• Provide BIA with final as-built documentation.

• The ramp must meet OSHA and ADA standards.

• Quality control plan required within 10 days after award.

• Government will inspect contractor's performance.

• Thirty (30) days after contract award.
