Quick Summary
The Naval Research Laboratory (NRL), under the Department of the Navy, is conducting a Sources Sought notice for the Demolition and Construction of a Drinking Water Well at its Pomonkey Site in La Plata, MD. This market research aims to identify capable sources for a turn-key project involving well decommissioning, new well installation, pump/tank setup, testing, and site restoration. This is a Total Small Business Set-Aside. Responses are due by January 29, 2026.
Purpose
This is a Sources Sought Notice (SSN) for information and planning purposes only. The NRL is gauging industry interest, capabilities, and relevant experience to support the requirements outlined in the attached draft Performance Work Statement (PWS). This is not a solicitation, and the Government is not committed to awarding a contract.
Scope of Work
The project requires the installation of one new potable water well. Key tasks include:
- Decommissioning the existing well according to Maryland state regulations.
- Drilling and installing a new 4 ½ inch diameter well, 500-900 feet deep, capable of yielding 10 gallons per minute (GPM), located within 50 feet of the old well.
- Installing a new pump (10 GPM, 1 ½ H.P. or 2 H.P.) and two pressure tanks.
- Conducting 5-day sustained pumping tests and lab tests to obtain a Certificate of Potability (COP) from the Charles County Health Department.
- Restoring the work site to pre-construction conditions. All work must comply with Federal, State, and local codes, including UFC, EPA, MDE, AWWA, NEC, and OSHA standards. A Maryland licensed well driller is required, and the contractor must obtain all necessary permits.
