Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the demolition of Buildings 13140 and 13143, including associated structures and utilities, at Vandenberg SFB, CA.

• Demolish Building 13140 (Thor Dormitory), its slabs, foundations, and adjacent sidewalks.

• Remove all equipment and furnishings from Building 13140 and non-supporting equipment from Building 13143.

• Demolish and dispose of concrete sidewalks, bushes, and vegetation adjacent to the buildings.

• Demolish and dispose of exterior/interior walls, stairs, landings, basement, and roof.

• Demolish and dispose of all slabs, including finished-grade and sub-surface concrete structures.

• Terminate and cap all electrical, water, sewer, gas, and communication utility lines, removing underground lines to 18 inches below grade.

• Pre-Activity Planning & Submittals: 100% of plans (Project Management, Accident Prevention, Quality Control, Environmental Protection, Demolition) must be submitted and approved at least 28 days prior to mobilization.

• Hazardous Material Survey: A certified, independent third-party survey for Asbestos Containing Materials (ACM) and Lead-Based Paint (LBP) is required, with 100% compliance.

• ACM & LBP Abatement: All identified ACM and LBP must be abated and disposed of in full compliance with all applicable regulations. Disposal manifests must be accurate.

• Demolition of Structures & Debris Removal: 100% of specified structures, slabs, and equipment must be demolished and removed. The site must be clear of all debris upon completion.

• Utility Termination & Documentation: 100% of specified utilities must be terminated correctly. As-built drawings and GIS data of cut/cap locations must be accurate and submitted within 14 days of work completion.

• Site Restoration & Maintenance: Site must be backfilled, compacted to 90%, and graded to match the surrounding area. The site requires hydroseeding and a one-year warranty period, including monthly visits and re-seeding as necessary.

• Project Management & Reporting: All deliverables (progress schedules, reports, MSRs, meeting minutes, daily logs) must be submitted on time, be accurate, and complete. Bi-weekly progress meetings are required.

• Period of Performance (PoP): 240 days.

• Place of Performance: Vandenberg SFB, CA.

• An Asbestos Survey must be performed by a certified consultant prior to work. The demolition contractor cannot be the same as the asbestos survey contractor.

• All ACM and LBP abatement must comply with NESHAP, SBCAPCD, OSHA, and other applicable regulations.

• Required notifications to the 30 CES/CEIEC Toxics Manager must be submitted and approved prior to work.

• Excavation/trenching may uncover buried pipes or conduits requiring assessment for asbestos-containing material.

• Federal, State, local, and Air Force regulations apply to lead work and asbestos disturbance/abatement.

• An AF Form 103 Work Clearance form is required.

• Environmental requirements include adherence to Vandenberg AFB Environmental Specifications Section 01 57 20. Demolition can only occur during bird non-nesting season (August 15 - February 15).

• Pre-Activity Required Plans (Project Management, Accident Prevention, Quality Control, Environmental Protection, Demolition) must be submitted at least 28 days before work begins.

• Deliverables include meeting minutes, progress meetings, kick-off meeting, pre-final inspection report, and final inspection report.

Request for Information (RFI)

This RFI is issued by the 30th Civil Engineer Squadron (30 CES) at Vandenberg Space Force Base (VSFB), CA, to conduct market research for the demolition of Buildings 13140 and 13143. The estimated project magnitude is approximately $3 million. The RFI aims to gather industry information to refine the government's acquisition strategy and does not constitute a Request for Proposal (RFP).

The project involves the complete demolition of Building 13140 (a multi-story dormitory), including its slab and foundations. It also includes the removal and disposal of supporting equipment from Building 13143, abatement of Asbestos Containing Material (ACM) and Lead-Based Paint (LBP), termination of associated utilities, and complete site restoration. A draft Performance Work Statement (PWS) is attached.
