Statement of Work (SOW) / Performance Work Statement (PWS)

To perform demolition and odor control services for fire-damaged areas within Building 6418, the Mexican Fruit Fly Rearing Facility (MFFRF) at USDA Moore Air Base (MAB) in Edinburg, TX.

• Demolition: Remove all fire-damaged debris from larval rooms 1-4, including burnt materials, metal panels, bracing, wood framing, utility equipment, roof/ceiling components (joists, beams, panels, insulation, grid, lights, wires, pipes, fans), main/sectional walls, siding, and internal electrical/mechanical equipment. The work will leave only metal columns and support bracing. Specific instructions are provided for de-energizing and securing electrical and mechanical systems, including the removal of eight Trane air handlers with refrigerant evacuation. The boxed Hardie board panel mezzanine housing HVAC units will also be removed. The larval room hallway structure will remain, with new Hardie board siding installed where needed and containment resealed.

• Final Clean-up: Remove all debris and trash from work areas and immediate exterior paths. Clean and mop floors.

• All solutions/products must comply with EPA and state requirements, manufacturer instructions, and federal, state, or local laws regarding hazardous materials.

• Contractor must provide Material Safety Data Sheets (MSDS) for all products used.

• Work must comply with applicable codes, environmental regulations in Texas, and local ordinances.

• All equipment and materials must be new unless otherwise specified.

• Location: USDA Moore Air Base (MAB), Building 6418, Edinburg, TX.

• Work Hours: Monday through Friday, 07:00 AM to 15:30 PM. Work outside these hours or on Federal holidays requires prior written approval.

• Facility Access: Moore Air Base is a restricted facility. All employees require valid picture identification. Vehicles need proper insurance and registration.

• Supervision: Employees must remain within the project site under supervision. Unauthorized movement will result in removal from the facility.

• Restrooms: Temporary/portable restroom facilities are required if the project duration exceeds three working days.

• Waste Disposal: Contractor is responsible for all trash/debris removal and disposal off MAB premises; no government assistance will be provided.
