Quick Summary
The Federal Aviation Administration (FAA), through the Volpe National Transportation Systems Center, is soliciting proposals for Demolition, Remediation, and Restoration Activities under its Facilities Environmental Cleanup (ECU) Program. This Total Small Business Set-Aside opportunity seeks a contractor to conduct Remedial Actions (RA) at two FAA facilities: QYL RTR in Conyers, GA, and SAV OM in Bloomingdale/Savannah, GA, to address identified soil contamination. The contract will be a Firm Fixed Price (FFP) purchase order. Proposals are due June 8, 2026, at 2:00 PM ET.
Scope of Work
The selected contractor will be responsible for comprehensive remediation and restoration activities. Key tasks include:
- Site Remediation: Addressing lead- and polychlorinated biphenyl (PCB)-contaminated soils at both the Conyers and Bloomingdale/Savannah sites.
- Work Plan Development: Preparing a detailed draft and final Remediation and Restoration Work Plan, including technical approach, schedule, remediation methods, disposal procedures, site restoration activities, a Site Safety and Health Plan (SSHP), and a Risk Management Plan.
- Disposal Management: Handling the disposal of contaminated soil and debris, identifying disposal facilities, and managing all necessary sampling and paperwork. The government will conduct confirmatory sampling.
- Site Restoration: Restoring disturbed areas to original grade with proper fill and compaction.
- Site Close-out: Providing a brief email detailing activities and submitting waste manifests and disposal paperwork.
- Review of Government-Furnished Information (GFI), including Preliminary Assessment/Site Investigation (PASI) and Remedial Investigation (RI) reports, is crucial for understanding site-specific contamination (e.g., lead paint, elevated lead in soil up to 3390 mg/kg, PCBs in soil, potential legacy UST).
