Quick Summary

The U.S. Department of Transportation's Volpe National Transportation Systems Center (Volpe Center), supporting the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program, is soliciting proposals for Remedial Action (RA) services. This Total Small Business Set-Aside opportunity involves the remediation and restoration of soil contamination at three FAA facilities in the Eastern Service Area: Birmingham, AL; New Cumberland, PA; and Chantilly, VA. The primary contaminants are lead and total petroleum hydrocarbons (TPH). Proposals are due June 24, 2026, at 2:00 PM ET.

Scope of Work

The contractor will conduct comprehensive remediation and restoration activities at the specified sites:

  • BHM ASR (Birmingham, AL): Remediation of lead and TPH-contaminated soils.
  • CXY LOM (New Cumberland, PA): Remediation of lead-contaminated soils. Note: Demolition and asbestos abatement are NOT required for this site, only remediation. The provided Site Survey Report for CXY contains soil sampling results.
  • IADN NASEB (Chantilly, VA): Remediation of TPH-contaminated soils.

Key tasks include:

  • Developing and submitting a Remediation and Restoration Work Plan, including a Site Safety and Health Plan (SSHP) and a Risk Management Plan.
  • Performing soil remediation, removal, and disposal in compliance with Federal, State, and local requirements (most stringent applies).
  • Conducting site restoration to original grade.
  • Providing site close-out documentation. The Government will perform all confirmatory sampling, while the contractor is responsible for waste characterization samples and identifying disposal facilities.
