Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the demolition of the Runway 22 Localizer shelter at LaGuardia Airport, Flushing, NY.

• Project Phase 1: Shelter Testing and Asbestos/Lead Abatement Planning and Design (Complete by March 12, 2027):

  • Perform TCLP tests on existing shelter material for proper disposal.
  • Prepare and submit a Shelter Demolition and Disposal/Recycling Plan.
  • Attend pre-construction and pre-asbestos removal meetings.
  • Prepare Asbestos Abatement Design and Workplan, including background air sampling and project notifications.

• Project Phase 2: Set up of Temporary Localizer Shelter (To Be Performed by FAA)

• Project Phase 3A: Shelter Abatement/Demolition (Start April 12, 2027 – Complete by April 24, 2027):

  • Remove and dispose of asbestos-containing material.
  • Perform work area preparation, asbestos abatement, final cleaning, and waste removal in accordance with NYS Code Rule 56, US EPA, and NYS DEC regulations.
  • FAA will disconnect electrical service; contractor must test/inspect service panel.
  • Demolish and dispose of/recycle the existing Localizer shelter.
  • Demolition of the shelter roof and exterior walls must occur during Runway 4-22 closures (midnight to 0500 Local).

• Asbestos abatement must comply with NYS Code Rule 56 and OSHA 29 CFR 1926.1101.

• Disposal of materials must follow approved demolition and disposal/recycling plans and relevant regulations.

• Contractor must submit a Final Report within 30 days of asbestos abatement completion.

• Period of Performance: 60 total calendar days from Notice to Proceed (NTP).

  • Project Phase 1: 47 calendar days.
  • Project Phase 3A: 13 calendar days.

• Notice to Proceed: Planned for February 01, 2027.

• Work Hours: Normal work hours are 7 am to 3:30 pm, Monday through Friday. Off-hours work requires 48-hour coordination with FAA RE/COR.

• Place of Performance: LaGuardia Airport, Flushing, NY, within the secure Airport Operations Area (AOA).

• Access to Site: Contractor personnel must be escorted by FAA. All personnel require valid REAL ID government identification. Vehicles must be marked. Advance notification required for multiple vehicles/workers. PANYNJ-badged security guards are required on-site (1 guard per 5 workers).

• Temporary Facilities: Contractor must provide and pay for temporary toilets, sanitation, electric lighting, and power. Water must be supplied and transported by the contractor.

• Contract Closeout: Includes rubbish removal, overall cleaning, and maintenance of project record documents (drawings, specifications, shop drawings, change orders, etc.).

• Insurance: Contractor must provide a certificate of insurance listing FAA as certificate holder with specified limits for General Liability, Automobile Liability, and Workers Compensation. Additional insured status for Port Authority of New York & New Jersey may be required.

• Lead Paint: Shelter tested for lead paint; results are in Appendix B. Disposal must follow RCRA guidelines based on lead concentration.

• Asbestos: Shelter tested for asbestos; results in Appendix B. Abatement must comply with NYS Code Rule 56 and OSHA. Pre-asbestos removal documentation (licenses, certifications, plans, etc.) must be submitted 30 days prior to work.

• Site Work: Contractor must protect existing utilities and hand dig near underground utilities. Demolition cannot begin until asbestos is removed and cleared. Debris must be containerized and removed promptly. A Demolition and Disposal/Recycling Plan is required.
