  • Phase 3A (April 12-24, 2027): Encompasses the removal and disposal of asbestos-containing material, work area preparation, asbestos abatement, final cleaning, and waste removal in compliance with NYS Code Rule 56, US EPA, and NYS DEC regulations. The FAA will disconnect electrical service, but the contractor must test/inspect the service panel. Demolition and disposal/recycling of the existing Localizer shelter, with roof and exterior wall demolition specifically scheduled during Runway 4-22 closures (midnight to 0500 Local).

Detailed architectural and engineering drawings, including site plans, demolition sequences, foundation, roof, and wall panel specifics, are provided in the draft attachments. Insurance requirements include General Liability, Automobile Liability, and Workers Compensation, with FAA listed as the certificate holder and potentially the Port Authority of New York & New Jersey as an additional insured.
