Scope of Work

• Ensuring all human waste disposal complies with State of Alaska Department of Environmental Conservation (ADEC) requirements.
• Returning cleaned CMCs within 10 calendar days of pickup, zip-tied at the lid to indicate readiness.
• Cleaning and sanitization procedures involve pressure washing with 250-degree steam, hand-washing with bleach and industrial-strength soap, and hot water rinsing. Biodegradable bags require pre-soaking.
• Replacement of detached two-way vents in CMC lids and broken plastic buckles on carrying straps. The NPS will provide these replacement parts as Government-Furnished Property (GFP).
• NPS will conduct fecal contamination testing on one (1) out of every 500 CMCs cleaned.

Contract & Timeline

• Contract Type: Firm Fixed-Price purchase order.
• Period of Performance: Base year from May 1, 2026, to September 30, 2026, with four (4) option years extending through September 30, 2030.
• Estimated Quantity: Up to 2,500 CMCs per contract period, with an average annual quantity of 2,000.

Submission & Evaluation

• Submission: Quotes must be submitted electronically via email to darcy_skinner@nps.gov. Submissions must include the SF-18 form with pricing, information addressing Quote Evaluation criteria, and completed Representations and Certifications (FAR 52.212-3).
• Eligibility: Offerors must be actively registered in SAM (www.sam.gov) at the time of quote submission.
• Evaluation: Award will be based on a best value approach, considering price and other relevant factors, not necessarily the lowest priced offer. Evaluation criteria include Technical Capability and Approach, Past Performance (three references required), and Price.
