This solicitation is for Dental Lab Services for the treatment of Dental Patients of the Birmingham VA Healthcare System. The services are to be provided in accordance with the attached Statement of Work (SOW).

• Fabrication of dental prosthetic items including complete dentures, removable partial dentures, fixed partial dentures, and crowns.

• Services must adhere to specific turnaround times (TAT) ranging from two to fifteen working days, depending on the complexity of the item.

• Use of specified materials for fabrication (e.g., Lucitone 199 acrylic resin, High Noble alloy for fixed partial dentures/crowns, and specific implant systems).

• Daily pick-up and delivery of dental lab orders Monday through Friday.

• Contractor must be located within a 2-hour drive time radius of the Birmingham VA Medical Center.

• Contract Type: Firm-Fixed-Price

• Period of Performance: 5 years, including a base year and four one-year option renewals.

• Base Year: July 1, 2026, to June 30, 2027

• Option Year 1: July 1, 2027, to June 30, 2028

• Option Year 2: July 1, 2028, to June 30, 2029

• Option Year 3: July 1, 2029, to June 30, 2030

• Option Year 4: July 1, 2030, to June 30, 2031

• Offerors must submit technical samples as outlined in the solicitation.

• Technical questions are due by April 27, 2026, at 2:00 PM EST.

• Offers must be held firm for 60 calendar days.

• Evaluation will be conducted in two phases: Phase One (Technical Samples) and Phase Two (Past Performance, Price, Certifications, and Locality).

• All factors in Phase Two are of equal importance.

• Minimal certifications required include CLIA Accreditation, FDA QSR / ISO 13485 / DAMAS, and NADL Certification for Alabama.

• This acquisition is set aside for Small Business.

• The solicitation incorporates numerous FAR and VAAR clauses by reference. Offerors are advised to review these clauses carefully.

• Special handling may be required for specific orders and will be authorized on a case-by-case basis.

• The contractor must process all case submissions in-house; no outsourcing is permitted.

  • Detailed criteria for complete and partial dentures, including impression quality, acrylic finish, occlusal schemes, remounting procedures, and framework requirements.
  • Detailed criteria for crown and bridge and implant prostheses, including material specifications, fit, emergence profile, porcelain quality, and impression acceptance.
