Set-Aside & Eligibility
This requirement is exclusively set aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act. Offerors must be both Indian Economic Enterprises and small business concerns under NAICS 339114. A completed IHS Indian Economic Enterprise Representation Form (Attachment 3) is mandatory with the quotation. Eligibility must be maintained at the time of quotation, award, and throughout contract performance. Subcontracting limitations apply, and proposed arrangements must clearly demonstrate compliance.
Submission Requirements

Evaluation Criteria
Award will be made to the responsible offeror whose conforming quote represents the best value to the Government, considering Price and Past Performance as approximately equal in importance. The Government may award to other than the lowest-priced offeror if a past performance advantage warrants a price premium.
- Price: Evaluation of total evaluated price (base + all options) for fairness, reasonableness, and realism. Unbalanced, incomplete, or unrealistic pricing may lead to rejection.
- Past Performance: Assessment of recency and relevance of experience in comparable supply requirements, including timeliness, order accuracy, product quality, customer satisfaction, and supply continuity. Offerors without past performance will receive a neutral rating. The Government reserves the right to make no award, evaluate without discussions, or communicate for clarification.
