- Expired beyond the Federal Acquisition Regulation (FAR) 4.804-1(a) closeout timeframe.
- No invoice or payment activity within the past 12 months, and no known outstanding invoices.

Contractors whose contracts are identified in the 'ES-A_Low Risk Closeout List.xlsx' are requested to submit any outstanding invoices. The deadline for invoice submission is April 30, 2026. Contractors' rights under the Contract Disputes Act of 1978 (41 U.S.C. chapter 71) remain protected. Normal contract file retention requirements (FAR 4.805) will apply post-closeout.
