Quick Summary
The Department of Homeland Security (DHS) has issued a Special Notice for its Department-Wide Cloud (Cumulus) program, which seeks commercial cloud solutions (Anything as a Service - XaaS) across the Department. This notice includes an announcement for a virtual Industry Engagement Event on February 4, 2026, and the release of a Draft Solicitation for industry review and feedback. Industry Day registration closes February 2, 2026.
Opportunity Overview
The Cumulus program aims to provide commercial cloud solutions, including Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS), professional services, marketplace solutions, and training. This initiative is expected to enhance efficiency, deliver strategic value through increased oversight, economies of scale, significant discounts, and consistent cloud procurement across DHS. Solutions will need to satisfy FedRAMP impact levels.
Industry Engagement Event
A virtual Industry Engagement Event will be held on Wednesday, February 4, 2026, from 1:00 p.m. – 1:45 p.m. ET via MS Teams Live. The event will be recorded.
Draft Solicitation & Feedback Request
DHS has attached a Draft Solicitation package for industry review and comment. This is a Request for Information (RFI) for market research purposes only and is not a request for quotations or proposals. Feedback on the draft solicitation is requested via email to the Contracting Officer, Gregory Blaszko, with the subject line "DHS, Cumulus – DRAFT Solicitation Feedback." DHS will not pay for response expenses and does not intend to communicate its evaluation of feedback. Proprietary or sensitive information should be adequately marked.
Anticipated Contract Details
The Cumulus effort anticipates awarding Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicles, both non-competitively and competitively. The anticipated contract type is a single-award IDIQ with a performance period of one 12-month base and four 12-month option periods. The value is expected to be significantly greater than the simplified acquisition threshold. Awards are estimated to occur in FY26, Q2 – Q4.
- Set-Aside: It is not anticipated to be a total or partial small business set-aside.
- NAICS Code: 518210 (Data Processing, Hosting, and Related Services).
- Product Service Codes (PSCs): DA10, DB10, DG10, DK10, DH10.
- Noncompetitive Awards: Anticipated direct awards to brand name Cloud Service Providers (CSPs) such as Amazon, Google, Microsoft, and Oracle will be justified under RFO FAR 6.
- Scope of Work (SOW): Covers enterprise government and commercial CSP XaaS cloud services, professional services, and training, focusing on modernizing DHS systems through cloud-based solutions. Excludes non-CSP, third-party resellers, MSPs, or contractor LSIs for system development.
Evaluation Factors (from Draft Solicitation)
Proposals for the competitive portion will be evaluated on a best-value basis, considering three factors in descending order of importance: Technical Capability, Relevant Past Performance, and Price. Technical Capability and Relevant Past Performance combined are more important than Price. Offerors must have a Unique Entity Identifier (UEI) and be registered in SAM.gov.
