Scope of Work
The DHS S&T OCIO requires IT support services for its Service Delivery business unit, which includes two functional areas:
- Business Management / Project Management Office: Encompasses program/project management, IT governance, IT regulatory compliance, and enterprise architecture.
- Solutions Delivery: Focuses on leveraging modern and emerging technologies.
Support is essential to maintain, enhance, and advance the organization’s business processes, management functions, and technology solutions. The OCIO manages approximately 35 IT systems with 2,500 endpoints, with anticipated growth to over 40 systems and 4,000+ endpoints.
Key Information Requested from Industry
Respondents should detail their experience in:
- End-to-end application development and support (e.g., Microsoft 365, ServiceNow).
- IT portfolio, program, and project management within a federal OCIO environment.
- Designing and implementing IT governance frameworks (e.g., COBIT, ISO/IEC 38500).
- Establishing and monitoring performance metrics for service delivery.
- Incorporating emerging technologies and continuous improvement.
- Providing Subject Matter Experts (SMEs) for strategy and innovation.
Submission Requirements
- Responses are limited to five (5) pages.
- Must include a cover letter with company information, socio-economic status, recommended NAICS code, points of contact, and answers to delineated questions.
- Identify any Best-in-Class (BIC) vehicles held and interest in prime or subcontracting.
- Submissions should use Microsoft Office applications with a 12-point Times New Roman font.
