United States Air Force Academy (USAFA) Installation Development Plan (IDP) addresses activities conducted by the Department of the Air Force (DAF), other US Government, and non-governmental commercial activities at USAFA. Periodically, the installation’s host wing, the 10th Air Base Wing (10 ABW) conducts market research to seek industry interest on specific real estate and facilities identified as underutilized.
This Request for Interest (RFI) is soliciting interest for potential development, re-development, or lease of underutilized real estate located on USAFA. The goal of this RFI is to achieve compatible development which meets the mutual needs of the DAF and nearby communities.
Under existing authorities (e.g. venture capital investment, real estate development, power purchase agreements, energy assurance leases, or a conglomeration), the DAF is considering making available for use opportunities for parcels of land located on the east side of Interstate 25 (I-25) considered non-excess real property at USAFA, Colorado, under the authority of Title 10, United States Code. This authority allows for military departments to out lease land or facilities, or grant easements to a private or public entity, on a long-term basis where payment in-kind or cash considerations are received in exchange for use of the property. The opportunities are further defined in the Opportunities section of this RFI.
