Sole Source Justification
NAWCAD's decision to pursue a sole-source award with TCA is based on TCA being the only known source possessing the necessary knowledge, technical capability, and historic F-5 specific flight dynamics technical data. The government states that using any other source would lead to significant delays and substantial duplication of costs due to the extensive technical research and non-recurring engineering (NRE) required to compensate for the lack of F-5 specific data.
