Include source information (POCs, email, phone), contract details (type, amount, period of performance), and any performance issues and corrective actions. Similar non-government work may be submitted if prior government contracts are unavailable.

• Volume 3 (Price Quote): Submit the total proposed price for the required work, including all costs and option years. This volume must be a separate file and cannot be combined with Volumes I & II. Pricing will be evaluated using price analysis techniques per FAR 15.404.

• Submission: Offers must be submitted electronically via email to Ashley Arensdorf (ashley.i.arensdorf.civ@army.mil) with a copy to William Byrne (william.a.byrne.civ@army.mil) prior to the closing date and time specified on the RFQ.

• Inquiries: All questions regarding the solicitation must be submitted by 5:00 PM EDT on February 9, 2026. Questions received after this deadline will not receive a response. Answers will be provided via modifications to the RFQ. Telephone calls will not be accepted.

• Errors/Ambiguities: If an offeror identifies an error, ambiguity, omission, or other unsound requirement, they must immediately notify the Contracting Specialist and Contracting Officer via email with supporting rationale.

• Evaluation: The Technical volume will be evaluated on the contractor's understanding of the requirement. Price will be evaluated using price analysis techniques.
