Sources Sought Synopsis

• Information to determine if the requirement is commercially available, including pricing, delivery, terms, and conditions.

• Recommendations on how to best structure contract requirements to facilitate competition.

• Recommendations to improve the Army's approach/specifications/draft PWS/PRS.

Solicitation / RFP / RFQ

This document is a Memorandum for Record justifying a sole-source acquisition for the programming of Fire Department portable radios. The programming is necessary to bring all portable radios into compliance with the radio system used by Cumberland County 911 Communications, enabling non-emergency and emergency communications with the county and mutual aid partners. This action is being procured as a sole source due to licensing agreements between Motorola Solutions and Cumberland County Communications, making Motorola Solutions the only authorized vendor capable of providing the necessary programming and updates for this type of portable radio.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide integrated logistical services for portable and mobile radio programming, including repairs, modifications, programming, training, installations, removals, relocations, and customized technical solutions.

• Repairs: Service to designated radio equipment to meet or exceed manufacturer's original performance standards.

• Modifications: Including encryption module upgrades, firmware upgrades, and other requested modifications.

• Programming: Creation of new talk groups and programming of radios per government requirements.

• Training: Customer training on radio operation, including hands-on sessions, visual aids, and remote support (telephone/email).

• Installation, Removal, or Relocation: Services for base station, vehicle, and portable equipment.

• Software: Provision and installation of specific software licenses and features, including DIGITAL SMARTZONE, ENH: TDMA OPERATION, GROUP SERVICES FLP, and ENHANCED DATA.

• All service requests and completions must be documented.

• Documentation upon completion includes work order number, equipment details, malfunction nature, service performed, replacement parts list, and contractor signature/date.
