Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure pedestrian inventory and cultural resource documentation services for the Darlene 3 and Tepee Fire Site Prep and Reforestation projects within the Deschutes National Forest. The work is required to comply with Section 106 of the National Historic Preservation Act.

• Pedestrian inventory and cultural resource documentation.

• Survey areas are approximately 672 acres (mandatory) with up to an additional 446 acres (optional).

• Survey transects must be spaced at intervals of 20 meters or less.

• No sub-surface testing or artifact collection is permitted.

• Documentation must meet Oregon State Historic Preservation Office (SHPO) standards.

• Deliverables include draft resource forms, GIS data, photographs, and field notes.

• Key personnel required: Principal Investigator and Field Crew Leader.

• Specific professional qualifications are required for the Principal Investigator and Field Crew Leader.

• Anticipated contract type: Firm Fixed Price.

• One award will be made.

• Period of Performance: April 1, 2026, to September 30, 2026.

• Delivery Date: September 30, 2026.

• Quotes are due by 4:30 PM PST on March 18, 2026.

• Quotes must be submitted via email to andrea.pollock@usda.gov with the solicitation number in the subject line.

• Evaluation will be based on Best Value to the Government, considering:

  1. Technical Approach (Fieldwork Plan, Key Personnel)
  2. Relevant Past Performance (Quality of Work, Business Relations, Timeliness)
  3. Price

• Offerors must submit a narrative explaining their Technical Approach and include relevant past performance information.

• This acquisition is a Total Small Business Set-Aside.

• The applicable North American Industry Classification Standard (NAICS) code is 541620, with a small business size standard of $19.0 million.

• Supporting documentation, including Statement of Work, Forms, Maps, and Wage Determinations, are attached.

• The solicitation incorporates FAR and AGAR clauses and provisions by reference.
