Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services to masticate existing brush and brush and log out roads to improve driving conditions.

• Masticate 761 acres of brush to prepare for reforestation.

• Brush 3.528 miles of roads to improve driving conditions.

• Masticate 15 feet on both sides of road centerlines, including brush, down wood, logs, and slash.

• Scatter any deadfall.

• Provide MUTCD approved signage for arterial roads.

• Do not track any paved roads.

• Work will be performed on the Sisters Ranger District, Deschutes National Forest.

• Performance period: March 30, 2026, through November 30, 2026.

• Contractor must furnish a Type 2 Excavator (Min 111 HP & 30,000 lbs. with forestry grousers) and an operator.

• Required mower/mastication head: Strip mowers or skid steers with tracks and mower heads are not accepted.

• Equipment must be durable and designed for forest conditions.

• Mastication treatment: 65-70% of existing brush to be treated, leaving 35-30% retention in untreated islands.

• Do not masticate woody debris over 12 inches in diameter; logs can be rearranged.

• Do not mow trees over 4.5 feet in height.

• Specific brush species to be treated include antelope bitterbrush, greenleaf manzanita, snowbrush, golden chinkapin, and rabbitbrush.

• Brush to be cut to a maximum of 6 inches from the ground surface.

• Treatment areas include logs, rock out-croppings, cut-banks, ditches, and berms.

• Brush treatment near standing trees: within 18 inches (horizontal distance) or as close to the dripline as possible.

• Machines shall not maneuver slopes greater than 30%.

• Mowing equipment must be washed prior to beginning work and before moving into new contract units to prevent the spread of noxious weeds.

• Slash treatment: Mastication to a maximum height of 12 inches above the ground surface.

• Control of Work/Resource Protection: Government reserves the right to prioritize units. No treatment zones are flagged in Pink Ribbon.

• Cultural/Archaeological Resources: If discovered, notify Government immediately; work will be suspended.

• Wildlife Restrictions: Seasonal restrictions apply to certain units (Unit 14 and 15) and specific bird species.

• Road closures apply; no tracked equipment on asphalt.

• All required contractual work to be completed in one treatment unit prior to commencing work in a new unit.

• Fire condition: Government reserves the right to curtail operations.

• Recreation: Specific considerations for Unit 18 trail (Trail 0499) regarding warning signs, retaining trail features, minimizing damage, and clearing debris.

• Hydrology/Soils: No sensitive hydrological or soil features exist in treatment units.

• Access: 4 pre-determined access areas for Unit 18, 1 for Unit 27; areas to be repaired to original state.

• Definitions provided for Drip-Line, DBH, Diameter, Mowing/Masticate, Residual Overstory, Reserve Trees, Road Feature, Slash, Wildlife Snag, and Wildlife Down Log.

• Noxious Weed Control: Contractor to furnish proof of weed-free equipment; equipment to be cleaned and certified free of noxious weeds and seeds.

• Prevention and Control of Soil Damage and Erosion: Minimize damage to soil and vegetation; no crossing meadows or stream channels except at designated places; repair disturbed areas.

• Prevention of Damage to Residual Trees: Exercise care to protect residual trees; tolerance for acceptable mortality of trees (10% for 4.5-6.9 ft, 2% for 7+ ft).

• Government Unit Inspection Procedures: Visual and formal inspections will be conducted; units inspected separately.

• Reinspection Upon Contractor Request: Procedures for requesting and conducting reinspections.

• Mowing Government Quality Assurance Surveillance Plan: Outlines tasks, quality standards, acceptable quality levels, and incentives/deductions.

• Method of Measurement: Acreage and mileage measured via GIS; remeasurement procedures outlined.

Amendment / Modification

This amendment modifies Solicitation 1240BE26Q0019, dated 2/6/2026.

• Equipment Specifications Clarification:

  • Excavator Requirement (4a): The requirement is now for a minimum of 100 HP and 30,000 lbs, with forestry grousers. The previous specification of Type 2, minimum 111 HP, with operator, is removed.
  • Mower/Mastication Head (4b): Clarification states that strip mowers or skid steers with tracks and mower heads will not be accepted.
