To establish performance requirements for contractor support to enable the Nevada Army National Guard (NVARNG) to maximize their opportunity to exercise personnel by providing life support services during the FY26 Desert Forge Exercise.

This is a non-personal services contract. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform life support services, except for government-furnished property and services. Key services include providing chemical latrines, handwashing stations, light towers with generators, dumpsters, water blivits, evaporative coolers, and a 30kw generator.

• Contractor shall develop and maintain an effective quality control program.

• Government will evaluate performance through daily inspections by On-site Coordinators.

• All provided equipment (latrines, handwashing stations, light towers, dumpsters, blivits, coolers, generators) must function 100% of the time, with zero deviation from standard.

• On-site coordinators will investigate validated customer complaints.

• Period of Performance: 1 June 2026 to 20 June 2026.

• Place of Performance: Seven locations, including Fallon Armory, Hawthorne Army Depot (HWAD), Hawthorne Forward Operating Base (FOB), Hawthorne Freedom Range, Fallon Naval Air Station (B16 and B19), and Hawthorne Industrial Airport (KHTH).

• Contractor must perform services on federal holidays if applicable.

• Hours of Operation: 0800 to 1800 Monday through Sunday, unless the Government facility is closed.

• Contractor must provide a contract manager with full authority to act on all contract matters.

• Contractor employees must identify themselves as such to avoid creating an impression of being government officials.

• Organizational Conflict of Interest (OCI) provisions apply.

• Government will provide on-site coordinators and refueling for generators.
