This SOW outlines the requirements for the delivery, installation, and performance verification of a new Desiccant Machine (P26-005) for the 76th PMXG at Tinker Air Force Base, OK. The goal is to replace an aging and complex current machine with a more reliable, simplified, and modernized solution to improve efficiency and ensure sustained support for future operations.

• The contractor shall provide all labor, equipment, parts, incidentals, consumables, and transportation necessary for the Desiccant Machine.

• Delivery, installation, and performance verification must be completed within 10 business days of delivery.

• The contractor is responsible for ensuring all services and components comply with this SOW.

• The machine must be capable of performing vacuum and pressure tests on the F107 engine.

• Specific performance requirements include:

  • Vacuum Test Engine: Connect to F107 engine, adjust pressure to 27.7 +/- 0.3 inches of H2O, maintain for 5 seconds, and detect flow rate as low as 0.010 scfm.
  • Pressure Test Engine: Connect to F107 engine, adjust pressure to 27.7 +/- 0.3 inches of H2O, maintain for 5 seconds, and detect flow rate as low as 0.045 scfm.

• System must be capable of vacuum and pressure calibration using internal regulators and gauges.

• The system shall include ports for data acquisition and communication.

• Flow and pressure gauges must be accurate and clearly readable.

• The system must operate on standard 110V AC power with a grounded plug and include proper grounding mechanisms and emergency shutoff.

• Control logic must support Mode 1 (vacuum) and Mode 2 (pressure) operations with a simple, intuitive operator interface.

• Work hours are Monday through Friday, 6:00 am - 2:00 pm, excluding Federal Holidays and base closures.

• Safety: Compliance with all applicable federal, state, and local laws, regulations, and instructions regarding environmental protection and occupational safety and health.

• HAZMAT: Certification regarding HAZMAT usage is required within 10 days of award. Specific procedures for handling, storage, and disposal of hazardous materials and waste must be followed.

• Environmental Training: Personnel must have training that acquaints them with RCRA regulations and other applicable laws. FOD/DOP training is also required.

• Housekeeping: Work areas must be kept clean and neat.

• Foreign Object Damage (FOD) and Dropped Object Prevention: Specific training and compliance are required.

• Visitors Pass: Government POC must be contacted 7 days prior to arrival for visitor arrangements.

• Safety and Health: Compliance with federal, state, and local regulations and AFI 91-203.

• Combating Trafficking in Persons: Compliance with DFARS PGI 222.17.

• Emergency Procedures: Personnel must follow government direction during emergencies and participate in drills.

• Procurement of a Desiccant Machine with specific vacuum and pressure testing capabilities.

• The machine must be capable of vacuum testing at pressures of 27.7 +/- 0.3 inches of H2O, detecting flow rates as low as 0 ± 0.010 scfm.

• The machine must be capable of pressure testing at pressures of 27.7 +/- 0.3 inches of H2O, detecting flow rates as low as 0.045 scfm.

• Specific engine dimensions: Length: 49.35”, Width: 15.56”, Height: 23.61”.

• System must include internal regulators and indicator gauges for vacuum and pressure calibration.

• Contractor shall provide calibration instructions and allow for calibration using government in-house apparatus (PMEL).

• System must include ports for data acquisition and communication, with accurate and readable flow and pressure gauges.

• The assembly must operate on 110V AC power with a grounded plug and include proper grounding mechanisms and emergency shutoff.

• Control system must include labeled valves/switches for Vacuum Pump, Shop Air, Vacuum Regulator, Pressure Regulator, Mode Selector Valve, and Instrument Power.

• Control logic must support Mode 1 (vacuum) and Mode 2 (Pressure) operations with a simple, intuitive operator interface (max two selectable options).

• System must have a fail-safe default state, powering on in a neutral/off condition.

• Data acquisition connections require AN4 hose connections with stainless braided hosing, SWAGELOK QC-4 quick connect fittings (Key 1 for pressure, Key 2 for vacuum), and a 1/4 NPT male quick connect for base airline connection. Hosing must be a minimum of 5 ft.
