Quick Summary

The Army Contracting Command-Rock Island (ACC-RI), on behalf of the Project Lead Joint Services (PL JS), is conducting a Sources Sought to identify capable sources for the design, construction, commissioning, and operational turnover of a modernized industrial wastewater treatment facility (Bioplant) at the Radford Army Ammunition Plant (RFAAP) in Radford, VA. This facility must treat complex industrial wastewater from propellant manufacturing to meet or exceed environmental permit requirements for discharge into the New River. Responses are due by July 2, 2026, at 12:00 p.m. CDT.

Scope of Work

The requirement involves the full lifecycle of a new Bioplant, including design, construction, commissioning, and operational turnover. The facility must be capable of treating the full volume and variety of RFAAP industrial wastewater influent, which contains complex chemical components like solvents and propellant residues. The baseline capacity is 1.5 million gallons per day (MGD), with a minimum of 0.5 MGD and a surge capacity of 2.5 MGD.

Contract & Timeline

  • Type: Sources Sought / Market Research. The Government is contemplating a Stand-Alone Other Transaction Agreement (OTA) under 10 U.S.C. 4022 for the follow-on Request for Solution (RFS).
  • Set-Aside: None specified (market research stage).
  • Response Due: July 2, 2026, 12:00 p.m. CDT.
  • Published: June 17, 2026.

Response Requirements

Interested sources must demonstrate capabilities by providing:

  • Description of a prototype or proven process for treating complex, variable waste streams (high BOD/COD, energetic residues, solvents).
  • Ability to conduct a continuous 12-month prototype/pilot test using RFAAP wastewater with up to two proposed technologies.
  • Relevant project experience (within 10 years) in designing, constructing, and commissioning wastewater treatment facilities of similar scale (1.5 MGD baseline).
  • Design and construction experience, particularly with active military industrial or Government-Owned Contractor-Operated (GOCO) facilities, demonstrating coordination with military command and operating contractors.
  • Experience adhering to requirements for Cybersecurity, Explosive Safety Site Plans (ESSP), Environmental and Construction permitting, Geotechnical studies, Facility Siting, Quality Assurance, and Security.
  • Description of company facilities, personnel, key technologies, and environmental compliance.

Additional Notes

This is for market research only and does not guarantee a solicitation. The Government encourages responses from traditional and non-traditional defense contractors. Interested parties can request virtual one-on-one meetings or site visits at RFAAP on June 30, 2026, or July 8, 2026, by submitting a written request by June 26, 2026. An RFS is anticipated to be posted within 30 days following this notice, leading to a potential Fixed-Price OTA award.
