Project Overview

It houses various federal agencies, including U.S. District and Magistrate Judges, U.S. Probation, IRS, Army Recruiting, and U.S. Marshals. The primary goal of this project is to enhance physical security, address exterior envelope deterioration, and upgrade multiple building systems. Specific improvements include new separate circulation paths, a U.S. Marshals vehicle sallyport, upgraded secure judge's elevator, new detention holding cells, a building addition for judge's parking/prisoner transport, an additional egress stairwell, a new detention grade prisoner transport elevator, and public security screening upgrades to USMS standards. The project also covers repairs to the exterior envelope, fire life safety systems, and interior public facilities. The building will remain fully occupied, necessitating phased construction.
Acquisition Strategy
This project will utilize a Design-Bid-Build (DBB) delivery method, with a Firm Fixed Price (FFP) proposal requested at the time of bidding. The acquisition will follow a two-step procurement process: an initial Request for Qualifications (RFQ)/Pre-solicitation Notice will gather qualifications, leading to a down-selection of the most qualified firms, who will then receive the Step 02 Request for Proposals (RFP). The Government intends for a full and open procurement based on best value determination. Construction is expected to commence around the 2nd Quarter of CY 2027, with a period of performance of approximately 24 months.
