Evaluation
The source selection method will be a best value continuum process using a negotiated, two-phase acquisition with a trade-off approach. Offerors selected for Phase Two will submit technical and price proposals for a seed project task order. The offeror with the best value proposal for the seed project will be awarded an IDIQ contract and the seed project task order. Remaining selected offerors will receive an IDIQ contract and a minimum guarantee task order of $1,000.
