Justification for Other Than Full and Open Competition

The statutory authority cited for this action is 10 U.S.C. 3204(a)(2) and FAR 6.302-2 (Unusual and compelling urgency). The original NTE capacity was deemed insufficient due to critical projects identified for FY26 that, if delayed, would result in serious injury to mission-critical operations at various Navy and Marine Corps installations. Utilizing the existing MACC for Design-Build projects is estimated to be 60% faster than standalone contracts, offering a more cost-effective and timely solution. Other NAVFAC SE MACCs are also nearing capacity exhaustion, and a new MACC is not anticipated to be awarded in time to meet these immediate needs.

Affected Projects

Specific projects requiring this increased capacity include, but are not limited to, TRF Interface Wharf, Firefighting Trainer Modernization, Secure Space Renovation, TRF MV Transformers, Renovation, Shoreline Stabilization, and Submarine Camel Repairs at various locations.

Future Competition

To address future requirements, a new $1.5 billion Medium AO MACC is anticipated in November 2026. Until then, new projects will be competed standalone as necessary.
