Scope of Work
The MATOC primarily supports vertical construction projects associated with Sustainment, Restoration, and Modernization, and Military Construction. Projects may also include military-funded horizontal construction. The scope covers design, new construction, repair, and alteration of various facilities such as administration buildings, health facilities, warehouses, dormitories, dining facilities, aircraft hangars, and classrooms. The primary area of performance is within the Southwestern Division (SWD) Area of Responsibility (AOR), specifically military installations in Oklahoma and north Texas. The NAICS code for this procurement is 236220 (Construction Of Miscellaneous Buildings).
Contract Details
This MATOC is an Indefinite Delivery Contract (IDC) with a 5-year base period and no options. It has a target of 10 contract holders (5 small businesses for the reserve and 5 unrestricted firms) with a total shared capacity of $495,000,000. Four Small Business awards have already been made for the reserve. The acquisition incorporates a contract reserve process (IAW FAR 19.504(c)(1)(i)). Existing awarded contractors include Ross Group Construction Corporation, LLC; Gideon Contracting, Limited Liability; Southwind Construction Services, LLC; SEA PAC Engineering Inc.; and Bristol Design Build Services, LLC.
Key Requirements
Offerors will be required to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to any contract award. This NIST score is a responsiveness item.
