This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME.

1. AGENCY: United States Army Corps of Engineers (USACE) Southwestern Division (SWD)

2. NAICS:  611430 - Professional and Management Development Training

3. PLACE OF PERFORMANCE: Continental United States (CONUS), Outside the Continental United States (OCONUS) but most likely virtually using MS TEAMS or other authorized distance learning methods.

4. ACQUISITION INFORMATION:

The U.S. Army Corps of Engineers (USACE) intends to establish a class justification and approval (J&A) that would permit any USACE contracting office to award contracts or purchase orders on a sole-source basis to the Design-Build Institute of America (DBIA). This is for the delivery of its proprietary Design-Build Done Right® training program to personnel within the contracting office’s respective areas of responsibility. USACE has identified this specific training as essential for ensuring a consistent and effective application of design-build project delivery best practices across the enterprise.

The Government's preliminary market research indicates that the "Design-Build Done Right®" training, its curriculum, and all associated materials are proprietary to DBIA, making it the only responsible source capable of meeting this requirement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

5. PERFORMANCE PERIOD: This is for a class justification and approval for a period not to exceed 5 years.

6. DESCRIPTION: The requirement is to obtain of Design-Build Done Right® or similar training. The contractor shall be responsible for providing all necessary resources to facilitate the training, including:

  • Certified Instructors: Qualified instructors who are certified and authorized to teach the official Design-Build Done Right® curriculum.
  • Proprietary Course Materials: All copyrighted and proprietary training materials, manuals, and resources required for the course.
  • Logistical Support: All travel, equipment, and administrative support necessary to conduct training sessions.
  • Global and Virtual Delivery: The capability to conduct training at various locations worldwide and/or through a virtual training platform.

The objective of the training is to ensure that all participants understand the best practices for Design-Build Done Right® project delivery and can effectively apply the principles of the Design-Build Done Right® process to their projects.

7. RESPONSES: The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information requested for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.

Interested parties are requested to submit a response that demonstrates their ability to meet the requirement. Your response can be a brief capabilities statement, a GSA schedule price list, or an existing commercial catalog, as long as it contains the information listed below.

To be considered, your submission must include the following information:

A. Company and Contact Information:

  • Company Name, Address, CAGE Code, and UEI Number
  • Primary Point of Contact (Name, Title, Phone, Email)
  • Any relevant GSA Schedule or other contract vehicle numbers.

B. Course Description and Capability:

  • Provide a detailed description of the training course(s) you offer.
  • Confirm your ability to conduct training worldwide (in-person and virtually).
  • Include any teaming or joint venture information.

C. Evidence of Equivalence (Choose ONE):

  • If offering "Design-Build Done Right®": Provide proof of your firm's authorization from the Design-Build Institute of America (DBIA) to teach this specific, proprietary course.
  • If offering an equivalent course: Provide a course syllabus and evidence of its acceptance as an industry best practice (e.g., instructor qualifications, past performance with other government or commercial clients, or professional accreditations).

D. Statement of Interest: Briefly state your interest in proposing on a solicitation for these services if one is issued.
