Evaluation
This is a two-phase Design/Build procurement utilizing a Best Value Tradeoff source selection process.
- Phase I: Evaluation factors include Past Performance (for both Prime Contractor and A/E Designer of Record) and Technical Approach for Design/Build. Pro Forma information (bonding and financial capability) is also required.
- Phase II: A target of five (5) most highly qualified offerors from Phase I will be invited. Evaluation factors for Phase II (subject to change) include Design Narrative, Management Plan, Schedule Narrative, and Price. The Standard Form (SF) 1442 will also be required.
Additional Notes
The Government intends to award without discussions but reserves the right to conduct them. The official solicitation will be available electronically on sam.gov and piee.eb.mil. Offerors must have and maintain an active registration in the System for Award Management (SAM) at sam.gov. An optional site visit will be detailed in the Phase II solicitation amendment.
