GSA Design-Build Project – Alcan Land Port of Entry (LPOE) – Modernization and Expansion – Phase 1 Solicitation

This acquisition is for the design and construction of the modernization and expansion of the Alcan Land Port of Entry (LPOE) located in Tok, Alaska, within the Southeast Fairbanks Census Area. This multi-phase project includes the full replacement of existing port infrastructure, construction of new facilities, and site redevelopment to support enhanced inspection, processing, and mission-critical operations. 

Scope elements include:

  • Demolition and removal of existing port structures and utilities

  • New construction of approximately 20 buildings, including main inspection facilities, officer quarters, and support structures

  • Phased construction sequencing to maintain port operations

  • Installation of advanced security, communication, and inspection systems

  • Full utility and civil site redevelopment, including paving, water/wastewater, and energy systems

  • Local workforce planning and supply chain considerations due to the port's remote location

This solicitation is being released in Phase 1 – Request for Qualifications (RFQ) format, in accordance with the two-phase Design-Build selection procedures.

  6. Solicitation Attachment 04 – Past Performance Questionnaire for General Contractor (recieved after signed CUI submitted to CO)

  7. Draft Agreement (recieved after signed CUI submitted to CO)

  8. Draft Scope of Work, Specifications, Appendices, Exhibits, and Supplemental Documents (recieved after signed CUI submitted to CO)

To obtain the scope of work documents and controlled materials, offerors must complete and submit Solicitation Attachment 01 – Request for Controlled Unclassified Information (CUI) to the Contracting Officer at brian.turk@gsa.gov. Once approved, the Government will distribute the requested documents.

All questions regarding Solicitation No. 47PJ0025R0058 must be submitted in writing via email to the Contracting Officer no later than 5:00 PM Mountain Time, September 15, 2025. Questions received after the deadline may not receive a response.

All Phase 1 qualification submissions must be submitted via email and received by the Government no later than 5:00 PM Mountain Time, September 26, 2025.
