Design, Fabrication, and Installation of AOC Wide Signage

Sources Sought Notice

This notice is issued for informational and planning purposes to identify potential sources capable of designing, fabricating, and installing wide signage throughout the Architect of the Capitol (AOC) campus. The goal is to replace existing signage to improve navigation for over 3 million visitors, consolidate entrance signage, enhance security information hierarchy, and establish a unified aesthetic. This is not a solicitation, and quotes are not being requested or accepted at this time. No contract will be awarded from this announcement, and no reimbursement will be made for costs associated with providing information.

The contractor will be responsible for design development, shop drawings, fabrication, and installation of AOC-wide signage improvements. The project includes nine sign types to be used at approximately 240 locations. The scope is divided into four Task Orders:

• Task Order 1: Design services for modifying the concept signage package for the Senate jurisdiction.

• Task Order 2: Messaging for each sign type at the designated location for each jurisdiction.

• Task Order 3: Preparation of shop drawings for each sign at every location.

• Task Order 4: Fabrication and installation of all signs.

• Interest in submitting a quotation if an RFQ is issued.

• Capability to perform the requirement under an existing GSA Schedule contract (including contract number and SIN).

• Any questions for the Government.

• Examples of past contracts (within the last three years) with similar scope and awarded dollar amount.

• Any other relevant information.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide design development, shop drawings, fabrication, and installation for Architect of the Capitol (AOC) wide signage improvements across the Capitol campus. This initiative aims to consolidate signage at entrances, improve the hierarchy of security and prohibited items information, and establish a unified aesthetic.

The project involves nine sign types to be implemented at approximately 240 locations. The work is divided into four task orders:

• Task Order 1: Design services for modification of concept signage for the Senate jurisdiction.
• Task Order 2: Messaging for each sign type at designated locations, validating quantities and locations by jurisdiction.
• Task Order 3: Preparation of complete signage shop drawings and specifications, organized by jurisdiction.
• Task Order 4: Fabrication and installation of all signs, managed by jurisdiction.

Anticipated periods for each task order:

• Task Order 1: 12/01/2026 - 4/31/2026

• Task Order 2: 5/01/2027 - 9/30/2027

• Task Order 3: 10/01/2027 - 2/28/2028

• Task Order 4: 03/01/2028 - 9/30/2028

• Task Orders 1, 2, & 3: Contractor's facility.

• Task Order 4: Various sites on the Capitol Campus.

• Daily work hours: 9:00 AM to 3:00 PM ET, subject to COR approval. Overtime requires written authorization.

• One key personnel required: a Program Manager (PM) with specific soft skills (communication, writing, adaptability) and technical competencies (Microsoft Project, project sequencing, critical path analysis).

• The PM must be a full-time corporate employee within three months of award.

• Substitution of key personnel requires Government approval and must meet or exceed the qualifications of the replaced individual.

• Contract Type: Anticipated Firm-Fixed Price (FFP).

• Kick-Off Meeting: Within 7 days of award.

• Project Management Plan: Within 30 days of award.

• Bi-Weekly Status Reports: Including accomplishments, planned activities, milestones, quality assurance, scope changes, and open issues.

• Quality Assurance Surveillance Plan (QASP) / Quality Control Plan (QCP): Comprehensive program for inspections and monitoring.

• Applicable Policies and Standards: Compliance with listed AOC and Library of Congress documents.

• Security: E-Verify form, Capitol Police background check, and contractor badging required for all employees. Work is subject to government interruptions.

• Safety: Compliance with AOC safety policies, appropriate apparel, and responsibility for personnel safety.

• Invoicing: Follow clause AOC52.232-1; AOC approval/rejection within 30 days.

• Energy Efficiency/Sustainability: Minimize energy use on site; no specific requirements otherwise.
