Quick Summary
The U.S. Fish and Wildlife Service (FWS), under the Department of the Interior, is soliciting proposals for the Design, Fabrication, and Installation of Interpretive Media Exhibits at the Blackwater National Wildlife Refuge Visitor Center. This opportunity is a Total Small Business Set-Aside and seeks to replace outdated exhibits with modern, durable, and engaging displays. Proposals are due by March 27, 2026.
Scope of Work
The project requires the comprehensive design, fabrication, and installation of new interpretive media exhibits to replace existing displays from 2013. The goal is to create timeless, high-quality, ADA-compliant exhibits that interpret the refuge's diverse habitats (forest, marsh, open water) and associated wildlife, including migratory birds, bald eagles, Delmarva fox squirrels, muskrats, and sika deer. Exhibits should be low to medium technology, easy to maintain, and durable enough to withstand constant visitor interaction and sunlight exposure for at least 10 years.
Key Deliverables include:
- Concept plans and design submittals (10%, 35%, 65%, 95%).
- Fabrication and installation of exhibits for approximately 45 linear feet on the West Wall (base item) and an optional 26 linear feet on the East Wall.
- Exhibits may incorporate murals, replicas, interpretive text, audio/visual programs, interactives, graphics, models, and lighting.
- Contractors must coordinate with general contractors and remodel schedules.

Additional Notes
The refuge prefers 3D modelwork over new taxidermy. While the existing 200-amp electrical panel is at capacity, existing breakers can be utilized, subject to electrician verification. The refuge will handle demolition and may assist with image acquisition. Contractors can propose their own schedule of milestones and deliverables. South-facing windows present significant glare, particularly from noon to 2:00 P.M. seasonally, which should be considered in exhibit design.
