Scope of Work

The DME Advisor will report to the CORE Chief and is responsible for:

  • Providing direction and oversight to DME staff (up to 5 LE staff).
  • Leading the development of evaluations, indicators, surveys, and learning practices.
  • Ensuring robust project management practices and systematic documentation of lessons learned.
  • Designing and updating policies for project and program review.
  • Collaborating with INL Mexico staff and leadership to support DME processes.
  • Designing user-friendly reporting systems and visual dashboards.
  • Supporting project proposal development and ensuring alignment with organizational goals.
  • Analyzing project data, recommending performance improvements, and facilitating data-driven discussions.
  • Developing relationships with Government of Mexico officials to improve data reporting.
  • Preparing and presenting reports to key stakeholders (White House, Ambassador, Congress, INL leadership).
  • Serving as a liaison to other INL DME teams and as a Contracting Officer's Representative (COR) on DME-related contracts.

Contract & Timeline

  • Period of Performance: 12 months from award, with four (4) optional one-year extensions.

Minimum Qualifications

  • U.S. citizenship with ability to obtain Secret (potentially Top Secret) security clearance.
  • Bachelor's degree + 5 years, or Master's degree + 3 years, in DME of foreign assistance/similar programs, project management, and identifying business needs/solutions.
  • Minimum two (2) years of supervisory experience.
  • Demonstrated ability to organize complex information and knowledge of M&E methodologies.

Evaluation Factors (Total 70 points)

  • Factor 1: Expertise in Design, Monitoring and Evaluation (20 points)
  • Factor 2: Expertise in Project Management (20 points)
  • Factor 3: Expertise in Business Analytics, Data Analytics, and Information Management Systems (15 points)
  • Factor 4: Collaboration and Leadership (15 points) - Professional-level Spanish proficiency preferred.

Interviews account for an additional 30 points, with professional reference checks on a Pass/Fail basis.
