The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to Thales USA, Inc., Overland Park, Kansas, to develop an integrated AN/URN-33 Printed Wiring Board (PWB) module to include all hardware and software necessary to convert a ship heading input, formatted in the USN proprietary OD-19 message format, to the NMEA 0183 RS-422 format. The contract shall also update the OE-4691 drawings to include the antenna radome lanyard and supporting hardware from the OE-273 design. As the sole designer, developer and manufacturer of TACAN, Thales USA, Inc. is the only source with the requisite knowledge, experience, data and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
