Scope of Work
The project entails the modernization of a two-story AFRC, originally constructed in 1986. Key improvements include a new elevator, additional access to the second floor, new windows, new doors, and complete replacement of HVAC, electrical, plumbing, and telecommunications systems, including individual room controls. Bathrooms will receive new fixtures, showers, and toilets. Additional interior work may cover new or replacement floor coverings, wall coverings, and ceiling systems. Supporting facilities will involve paving, general site improvements, and utility connections. Anti-Terrorism/Force Protection (ATFP) and physical security measures are incorporated. A new roof will be installed prior to the project start.

Evaluation
This is a two-phase Design/Build procurement utilizing a Best Value Tradeoff source selection process. The Government intends to award without discussions but reserves the right to conduct them.
- Phase I Evaluation Factors: Past Performance (Prime Contractor and A/E Designer of Record), Technical Approach for Design/Build, and Pro Forma Information (bonding and financial capability).
- Phase II Invitation: A target of five (5) most highly qualified offerors from Phase I will be invited to participate.
- Phase II Evaluation Factors: Design Narrative, Management Plan, Schedule Narrative, and Price. The Standard Form (SF) 1442 will also be required. (Note: Phase II factors are subject to change).
