• The system must be isolated, with no network connectivity (Wi-Fi or Bluetooth).
• Specific components required include:
  • Garner TS-1XT NSA/CSS Listed Top Secret Degausser or equal (min. 2.0 Tesla, 15-sec cycle, TAA compliant).
  • Garner PD-5 NSA/CSS Listed Hard Drive Destroyer or equal (min. 10 tons force, 20-sec cycle, ETL Listed).
  • Garner Enclosed Destruction Cart (CART-EDC) or equal (mobile, enclosed platform, industrial tires, shore power connection, ergonomic handle, locking door).
  • Garner IRONCLAD Erasure/Destruction Verification System or equal (auto JPG capture, media tracking, exportable reports as Certificates of Erasure/Destruction, seamless integration).

Statement of Need

To acquire a self-contained, mobile, and secure data destruction system capable of completely sanitizing and physically destroying both magnetic (rotational) and solid-state hard drives in accordance with National Security Agency (NSA) standards for handling Top Secret data. The system must provide a verifiable audit trail for accountability and reporting.

The current ad-hoc methods for destroying classified and sensitive data storage media are outdated, fragmented, non-compliant, and pose an operational security risk, potentially leading to mission, security, and compliance failures.

• Enclosed Destruction Cart: Mobile, enclosed platform to house components, equipped with industrial-grade tires and brakes, powered by a single shore connection, and includes an ergonomic handle and locking door.

• Degausser: Must be NSA/CSS EPL listed for Top Secret data erasure, generate a minimum magnetic field of 2.0 Tesla, complete erasure in 15 seconds or less, and be TAA compliant and certified to UL, IEC, CSA, CE, KC, and RCM standards.

• Hard Drive Destroyer: Must be NSA/CSS EPL listed, generate a minimum crushing force of 10 tons, complete destruction in 20 seconds or less, destroy various drive sizes without adapters, and be ETL Listed and certified to UL, IEC, CSA, CE, KC, and RCM standards.

• Verification System: Must automatically capture media images, track and log media serial number, user ID, witness ID, and date/time in a password-protected system, generate exportable PDF, CSV, and Excel reports (including images and crush-depth data), and integrate seamlessly with the degausser and destroyer.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products (RFQ) to procure a self-contained, mobile, and secure data destruction system for the Joint Electromagnetic Warfare Center (JWEC) at Joint Base San Antonio (JBSA). The system must be capable of completely sanitizing and physically destroying magnetic and solid-state hard drives in accordance with National Security Agency (NSA) standards for handling Top Secret data, providing a verifiable audit trail.
