Statement of Work (SOW) / Performance Work Statement (PWS)

To provide park-wide septic tank pumping and vault toilet servicing for Devils Tower National Monument (DETO).

• Provide all labor, equipment, materials, tools, and transportation for pumping, removing, transporting, and disposing of liquid, sludge, and solids from septic systems and vault toilets.

• Septic tanks to be pumped and inspected annually between March and May.

• Specific septic tanks include those at the Visitor Center, Housing Area, Picnic Area, Administration Area, Campground Area, and Entrance Station.

• Vault toilets at the Visitor Center Parking Lot require pumping 15 times annually according to a specified schedule (May-October).

• Disposal must be at a licensed wastewater facility, with manifests provided.

• Service reports and disposal manifests must be submitted to the Contracting Officer's Representative (COR) within 48 hours of service.

• All septic tanks and vault toilets must be pumped and inspected.

• Disposal manifests and service reports are required within 48 hours of service.

• Emergency service response within 24 hours; routine service within 48 hours.

• Contractor communications with COR must be within one business day.

• Failure to meet response times, schedule, or communication requirements may result in negative past performance evaluations or termination.

• Work hours are typically Monday-Friday, 7:30 a.m. – 4:00 p.m., with exceptions requiring coordination.

• A detailed work plan must be submitted within ten (10) calendar days of award.

• Environmental protection measures, including avoiding soil compaction and restoring disturbed areas, are required.

• Spill prevention and immediate reporting/remediation of any accidental discharges are mandatory.

• Equipment must be capable of servicing the largest tank (12,000 gallons) and include backup equipment.

• Each service includes inspection of tank condition and documentation of deficiencies.
