Scope of Work
The requirement is for an established outdoor firearms range within a 40-mile radius of the Detroit Metropolitan Airport. The range must comply with all applicable local, state, and federal regulations, including lead exposure standards, and vendors must submit recent lead testing/OSHA compliance certifications. Key range specifications include:
- Ability to accommodate 20 shooters, firing approximately 250 rounds per day.
- Capable of allowing leaded ammunition, with the owner responsible for lead recovery.
- Firing lanes up to 50 yards long.
- Rules must permit movement between firing points, drawing and firing from the holster, and tactical move-and-shoot drills with an instructor.
- Possess moveable barricades for 25 and 15-yard lines.
- Adequate cellular service or landline for emergencies.
- Warning signs in accordance with OSHA standard 1910.145.
- Accessible roads and parking for a minimum of 20 vehicles, compliant with ADA.
- Exclusive availability to DHS personnel for an average of 18 days per year (April 15th to October 30th), with an estimated 90,000 rounds fired annually. DHS will provide ammunition, targets, and instructors.

Response Requirements
Interested contractors must submit a Capabilities Statement not exceeding four (4) pages in PDF or MS Word format. The statement should detail the company's capabilities to meet the attached DRAFT Statement of Work (SOW) requirements and include:

- Company Point of Contact, mailing address, and phone number.
