Statement of Work (SOW) / Performance Work Statement (PWS)

To clear accumulated snow, downed trees, and other debris from designated USDA Forest Service roads within the Detroit Ranger District to facilitate access for the 2026 Spring Reforestation contract. The goal is to ensure planting units can be accessed as soon as snow melts, improving seedling survival rates.

• Clearing of snow and downed trees from specified Forest Service roads.

• Removal of debris from road surfaces and ditches.

• Ensuring culvert inlets remain clear of obstructions.

• Bucking downed trees as necessary for removal, ensuring no section remains within two feet of the road surface.

• Work will be performed in six "Project Areas" identified in the Schedule of Items.

• Roads will be cleared to allow passage of a pickup truck with a minimum 10-foot plowed width.

• Turnouts will have a minimum width of 15 feet, located at least every 0.5 miles where space permits.

• Snow depth on cleared roads will be a minimum of 4 inches and a maximum of 6 inches.

• Debris (excluding snow and ice) will be deposited at least 50 feet away from stream channels on the downhill side.

• Standing trees on fill slopes must be cut at a maximum of a 12-inch stump height if removal is necessary.

• Ditches and culverts must be kept functional.

• Drainage openings in snow berms are required at approximately 500-foot intervals on flat areas and more frequently on steeper grades.

• Period of Performance: 03/20/2026 - 04/30/2026

• Location: Detroit Ranger District, Willamette National Forest, Oregon.

• Contractor must provide operational equipment within 48 hours of notice.

• Equipment must be capable of handling snow depths up to 6 feet and equipped with a six-way blade and power saw.

• Contractor is responsible for all equipment maintenance, repairs, fuel, oil, and grease.

• Strict adherence to landscape preservation and noxious weed control requirements, including equipment cleaning.

• Contractor must coordinate closely with the Contracting Officer's Representative (COR).

• Site visits are available for interested parties.
