Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA) / NASA Shared Services Center (NSSC) intends to issue a sole source contract to EARTHMOVER PBC for the development and deployment of software to enable efficient access to and analysis of NASA model data. This Special Notice is issued under FAR 13.106-1(b)(1)(i), as EARTHMOVER PBC has been determined to be the sole provider. Interested organizations are invited to submit their capabilities by March 13, 2026, to determine if this procurement can be conducted on a competitive basis.
Scope of Work
The effort requires the contractor to deploy a cloud-native data platform for NASA's Global Modeling and Assimilation Office (GMAO). The primary objective is to enable efficient, scalable access to large climate datasets by converting legacy file-based archives into Analysis-Ready Cloud Optimized (ARCO) data services. Key tasks include:
- ARCO Ingestion & Conversion: Ingesting a subset of the MERRA-21C dataset from NASA's NCCS Discover HPC, converting it to Icechunk-backed Zarr stores within Earthmover's Arraylake platform, and delivering a cloud-optimized "Golden Copy."
- Dynamic Regridding & Aggregation Service: Developing and benchmarking dynamic regridding (cubed-sphere to lat-lon) and aggregation capabilities, aiming for a >10x reduction in I/O latency.
- Public Access & Delivery: Configuring a Flux API for public ARCO MERRA-21C data access, demonstrating zero-download access via REST API and Python client, and providing compliance documentation. The period of performance is 3 months from award, with performance located at NASA/Goddard Space Flight Center (GSFC).
