Purpose & Scope

This Request for Information (RFI) is for market research purposes, seeking industry capabilities to develop a Frequency Inverter-Converter based on Government drawing 98-19604. The developed system must integrate with a Government Furnished 3 kW TQG (MEP-831A) and meet standard military environmental durability and endurance/reliability requirements. The Government owns the Technical Data Package (TDP), which will be provided as Government Furnished Information (GFI) in subsequent competitive actions, not during this RFI phase.

Submission Requirements

Interested parties should submit a capability statement addressing specific questions outlined in the RFI, covering:

  • Company Overview: CAGE, UEI, POC, business size (NAICS 335999).
  • Current Status: Ability to meet specifications with existing, modified, or new inverter-converter designs, including Rough Order of Magnitude (ROM) for design, development, and production.
  • Experience: Power electronics systems, PCB design (in-house/outsourced), linear/non-linear loads, IGBTs, optocouplers.
  • Production & Manufacturing: In-house/outsourced, facility address, electronic systems production experience, logistics.
  • Testing & Validation: Capabilities (environmental, MIL-STD 810), compliance testing, simulation tools.
  • Programmatic Information: ROM for Non-Recurring Engineering (NRE), 10 prototypes, developmental test costs, and optional per-unit production cost (150 systems/year). ROM should include a Basis of Estimate (BOE).
  • Engineering & Security: Mechanical/electrical integration, quality control for TDP compliance, facility security clearance. Responses are limited to 15 pages (2 pages for Company Overview) and must be in Microsoft Word or Adobe PDF. Proprietary information must be clearly marked and submitted via DoD SAFE.
