Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for a "Device Inspection and Service Plan" for the NEA Dairy and Functional Foods Research unit in Wyndmoor, PA. The government intends to award a firm-fixed-price purchase order.

• The primary requirement is a "Device Inspection and Service Plan" as detailed in Attachment 1 (Performance Work Statement and QASP).

Performance Work Statement (PWS)

To provide a pre-inspection and an optional service plan for one BD FACSMelody and FACStation with two lasers.

• Perform a pre-inspection of the specified equipment.

• Provide a Device Service Plan, including one preventative maintenance inspection visit and one PM Kit.

• Include software revisions released during the contract term.

• Offer unlimited 'Business Days' service visits.

• Guarantee a 48-hour response for emergency on-site service.

• Provide unlimited telephone support for instruments, reagents, and applications.

• The contractor must perform to the requirements and standards established in this PWS.

• A Quality Assurance Surveillance Plan (QASP) will be used to evaluate performance.

• Acceptable Quality Level (AQL) for Technical Requirements and Tasks is 100%.

• Service performance is on-site at a USDA Facility, 600 EAST MERMAID LANE, WYNDMOOR PA 19038.

• CLIN 0001 (pre-inspection) is for 45 days.

• CLIN 0002 (option for Service Plan) is for 10 months.

• All work must comply with applicable Federal, State, and local laws, regulations, codes, OEM technical specifications, and OEM guidelines.

• The requirement is Firm Fixed Price; not Time and Materials.

• The contractor must provide OEM certified technicians.

• Contractor personnel shall be under the presence of a USDA escort while on location.

• Invoicing and payment are processed through the Department of Treasury's Invoice Processing Platform (IPP).

• The contract includes one (1) Preventative Maintenance Kit for CLIN 0001 and CLIN 0002.
