This is a combined synopsis/solicitation for commercial products, specifically the procurement, delivery, and installation of thirty-two (32) new food service and kitchen equipment items for the Red River Dining Facility. It also includes the uninstallation and disposal of existing equipment. This acquisition is a total set aside for small business concerns.

• Procurement and delivery of thirty-two (32) commercial food service equipment items in accordance with the attached Salient Characteristics (Attachment 2).

• Uncrating, assembly, and full installation of all new equipment, including utility connections, anchoring, and operational testing, per the attached Statement of Work (Attachment 3).

• Disconnection, removal, and transfer/disposal of existing DFAC equipment per the attached Statement of Work (Attachment 3).

• Contract award will be based on price/technical to determine best value.

• Funds are not presently available, and the government reserves the right to cancel the solicitation or award on a SOME, NONE, or ALL basis for individual items if funds are insufficient for the entire contract value.

• Questions must be submitted via email by 3:00 PM CDT on Wednesday, 10 June 2026.

• Answers to questions will be provided around Thursday, 11 June 2026.

• Quotes must be submitted via email by 3:00 PM CDT on Thursday, 18 June 2026.

• Total set aside for small business concerns.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish all plans, materials, labor, equipment, and perform operations to uninstall existing equipment and install new food service equipment in the Red River Dining Facility at Bldg. 4631. This will replace aging equipment and support dining operations, ensuring effective cooking procedures and proper preparation according to the Tri-Service Food Code.

• Uninstall existing equipment marked by the government and move it to the designated warehouse for disposal.

• Move new equipment into the kitchen, uncrate, assemble, and connect to existing utilities (electric, water, drainage, gas).

• Install all equipment according to manufacturer's instructions, including calibration and test runs.

• Remove all packaging materials and debris, leaving the work area clean.

• Phased installation to minimize disruption to dining operations.

• Delivery and Installation: Ninety Days ARO (After Receipt of Order).

• Hours of Operation: Normal business hours (0800-1600), excluding Saturdays, Sundays, and Federal Holidays.

• Place of Performance: Red River Dining Facility, Barksdale AFB, LA 71110.

• Contractor must coordinate installation schedule with the project manager.

• Security requirements include obtaining visitor passes, AF Form 75, background checks, and potential vehicle inspections.

• Contractor employees must comply with base traffic regulations and safety standards, including wearing appropriate PPE.

• Accident/Incident reporting procedures must be followed.

• Housekeeping standards must be maintained.
