Scope of Work
The required services include comprehensive industrial hygiene assessments. Key tasks involve:
- Visual inspections for mold, dampness, or water leaks.
- Indoor Air Quality Screening for Temperature, Relative Humidity, Carbon Dioxide, Carbon Monoxide, and Airborne Ambient Particulate.
- Microbial sampling for fungal spore analysis.
- Airborne fiber sampling for asbestos and other fibers (NIOSH 7400 method).
- Lead Dust Sampling and Decibel Testing. All sampling and analysis must adhere to criteria from EPA, NIOSH, AIHA, and ACGIH. The survey must be performed by a Certified Industrial Hygienist (CIH) or under their direction, and laboratory services must be AIHA accredited for Environmental Microbiology.
Deliverables
The selected contractor will be required to provide:
- A Work Plan outlining tasks, schedule, sampling locations, and procedures.
- A Quality Control Plan (QCP).
- A draft survey report for electronic review by DFAS.
- A final survey report documenting all inspection and sampling procedures, results, chains of custody, photographs, figures, a discussion of results, comparisons to acceptable criteria (e.g., ASHRAE), and recommendations. The final report must be submitted in PDF format on a compact disk or hard copy.
Period of Performance
The first year's period of performance is from the Date of Award through September 30, 2026. The total period of performance, including any options, will not exceed 12 months from the Notice to Proceed. A kick-off call is required within 14 days of the Notice to Proceed, planning documents are due within 45 days, and draft reports within 30 days of the site visit.
Security Requirements
Contractor personnel will require escorted access only and must be U.S. Citizens or Nationals. Specific documentation, including DFAS Form 9035 and OF306, is required. Fingerprinting is generally required, with some exceptions. Personnel with pending criminal charges are ineligible. DFAS personnel will provide 100% escort within facilities.
