Evaluation
Award will generally be made on the basis of price. However, the Government reserves the right to consider past performance information if the low-price quote indicates it may not represent best value. In such cases, a price/past performance tradeoff may be conducted, and award may be made to other than the lowest price quote.
Submission Requirements
Quotes must be submitted via email to sarah.p.schultz.civ@us.navy.mil. Do NOT submit quotes through the NECO system. Each quote must include price(s), FOB point, a point of contact (name and phone number), GSA contract number (if applicable), business size, and payment terms. Quoters must clearly demonstrate their capability to meet all specifications and requirements. Registration in the System for Award Management (SAM.gov) is mandatory for award consideration.
